After rereading several of Tom Clancy's nonfiction books (Marine, Armored Cav, Carrier,
Fighter Wing), one line in at least two stuck out: Kim-il-Sung blew his best chance to launch
a Second Korean War in 1991, when the U.S. (and most of the world) were focused on the
Gulf War. While the ROK Armed Forces, Japanese SDF, and U.S. Forces in Korea, Japan,
Okinawa, and Guam would have responded immediately, reinforcements would have to come
from the Gulf when DESERT STORM wraps up, which will take some time. Or in '94, Uncle
Kim knows he's dying, and he wants to see the NK flag over Seoul and Pusan, so during the
first nuke crisis, he launches his offensive. The Clinton Administration was prepping to send
the U.S. 8th Army its first reinforcement set under its war plans, and the Seoul Embassy was
prepping to evac its dependents and nonessential employees when Mr. Peanut made his NK
visit, and only his announcement of an agreement on CNN prevented the reinforcements from
going. WI Mr. Peanut had come back empty-handed, and things had gone to hell in a
handbasket from there? Any and all comments welcome.

It looks like North Korea's moment has definitely passed:

The biggest worry for the South Koreans (and the Chinese) now is
that North Korea will collapse and flood them with refugees.

If that happens, I would hope someone has a plan to secure North
Korea's
nukes before they are spirited off to god-knows-where.

Has anyone war-gamed a scenario like that?
