In Italy if you declare that it has a max weight take off of 450 kg
and a stall speed less than 65 km/h you may fly it as ultralight, but
rules may change soon if EASA (european FAA) will introduce ELA
(European Light Aircraft), similar to LSA.

All depends on your country. If the US, no, in many other countries,
it's fairly likely to come under some ultralight (microlight) rule.

In NZ land microlight is 2 set max, MAUW 540kg, max stall (landing
config) 45 knot, this aircraft as spec'd on the site comes in under
those by a country mile.
