Why are airports named with Onn Enn Cnn's ?

Why are some airports named like O15, E16, C83 etc.
Also E16 used to be Q99. I'm very curious why anyone
wants to rename an airport. A name is a name, as long
as it is unique, it serves its function better if it is not
changed often.

Why don't they get 3 letter names like KSFO,
KLAX etc ?

Because KSFO and KLAX are already taken.

That is quite a long document. For others benefit, these are named
by different local authorities, and they are not ICAO identifiers.
