Anyone know how high you can fly a helium balloon (6 ft cube) tied down
before you need to notify the FAA ? It's only going to be up for less
than half hour !! If that matters. Or where I could find out this
information.

The regulations on moored balloons is in Federal Aviation Regulations (FAR)
Part 101 MOORED BALLOONS, KITES, UNMANNED ROCKETS AND UNMANNED FREE
BALLOONS

Specifically in subpart B.
