Dear Mr Bruce
I understand you have sent several emails to the Department of Transport and
Regional Services (DOTARS) regarding delays in the issuing of Aviation
Security Identification Cards (ASIC).
DOTARS does not issue ASIC cards. ASIC cards are issued by ASIC issuing
bodies. ASIC issuing bodies are all airports that have regular public
transport services, a number of major Australian airlines and the Civil
Aviation Safety Authority (CASA). The processing of ASIC cards for pilots
is being managed by CASA.
If you have sent your ASIC application to CASA and you would like to enquire
about its status, you should ring CASA on 1300 737 032.
While DOTARS does not issue ASICs, I would be happy to follow up on your
application with CASA if you are unable to call the above number.

Via my flying schools CFI in December 2005 I applied for an ASIC and AVID
when I had an upgrade in my pilots licence.
I have called CASA numerous times from my home and mobile.
They have told me!
"They have not received my paper work"
That "I should apply again"
That "It may be here we have had 25000 applications call again in a few
weeks"
To "Call again in two to six weeks"
That "we are undergoing a restructure"
From the evidence I have seen CASA does not issue ASIC cards.
In fact at one point CASA sent out to all pilots the wrong phone number.
They then sent out a correction to phone number the usual incompetence
displayed constantly by CASA.
Yes at the request of Anne Edwards Dotars after my second phone conversation
with her after receiving a letter from Andrew Tongue threatening a penalty
of $550.00 I forwarded newsgroup postings that prove I am not the only pilot
suffering CASA incompetence [email]anne.edwards (AT) dotars (DOT) gov.au[/email] they were also
forwarded to the Minister at [email]W.Truss.MP (AT) aph (DOT) gov.au[/email].
My ARN is ****** please find out were my ASIC application is.
My CFI told me he sent his application in the day he received the first
paper work in March 2005 he has no confirmation they have his application
and soon it will be almost a year since he applied for his ASIC.

am now going to say.
I have been in fairly regular communication these last few months with
DoTARS and CASA and staff are doing their best to handle the avalanche of
applications.
A number of bottlenecks have been improved and things are now flowing
faster, however, the mountain still needs several weeks work to clear it.
If you are concerned about your application, check with the CASA 1300 number
to ensure it is in the system.
IF IT IS, LEAVE IT AT THAT.
Until 31 March you are covered without the ASIC as long as your application
is in the system.
If they cannot locate it when you ring, certainly pursue it further to
ensure it IS in the system.
WHY AM I SUGGESTING THIS?
Twice in my career I was tasked to clear backlogs.
Both times, the enquiry load re progress actually diverted us from clearing
the backlog - it became almost a self fulfilling prophecy.
Therefore, what I am suggesting to everyone is that although sending emails
and calling up to vent our spleen, or just following up, makes US feel
better - it is actually increasing the diversion of resource from getting
the ASICs done to answering our queries.
We will also be talking to CASA and DoTARS about how to prevent a repeat in
two years.
Many of you will know AOPA met with the Minister two weeks ago to again
canvass some of the concerns.
I am pleased to note that following that meeting a legislative change
project has been approved by CASA's Chief Operating Officer (on 23 February
2006) to amend CAR 5.03 to provide for student pilots to fly solo before
being issued with a SPL.
This will address the need for SPL to continue their learning while their
security check and SPL are coming through the system. Still needs to be
drafted and put but I am certain it will get up.

All true enough, been in a similar situation myself long ago.
We solved the enquiry problem we had by publishing a register of the
applications we had outstanding with an A, B or C status re the stage
they were at and an estimated completion date. Didn't stop everyone
ringing, but more than halved the call rate.

Totally agree, however it must be remembered that the Howard Government
brought in this anti-terror requirement, and hence the Howard Government
should provide the resources for CASA/DoTaRS to do their job, otherwise
remove the requirement.

Politicians are always concerned about their image. If their office (esp
at Parliament House) is drawing a lot of mail, they get very worried,
because word spreads quickly.
If you remain quiet, you will embolden them. If you deluge their office,
it will most certainly be noticed. By them. By others.
So - write (pay your 50c) to the Minister at Parliament House if you
want to have an effect, without having overloading the real workers.
As for 2 years...it will be a whole new PS team by then :-)

No arguements here. The workers on the end of CLARC line are probably
just PO'd with having to deal with cranky pilots and they're not
responsible for the mess either.

Piss off the whole mess. If they wake up to the fact it does very little
for security in GA as far as I can see we'll be right. Except that by
then they'll have realised that it's a good little $ earner and we'll be
stuck with it. And while we're on the subject of money grabbing what
about the medical rubber stamp fee!

Excellent it gets my vote. Although from waht I've seen most of the
pilots in here are waiting on their PPLs, (Or is just that they're the
loudest . Like Mal & Terry, I completed my PPL flight test at the
end of Jan and am unable to exercise the privilege.
Anyone waiting on a CPL? Now I think that'd really be a problem, imagine
needing to work , maybe even having a job lined up but not being able to
work as a result of a backlog of paperwork.
