FAR 91.207e(3) allows flights without an ELT for
"Aircraft while engaged in training operations conducted
entirely within a 50-nautical mile radius of the airport
from which such local flight operations began"
OK, my 3 partners and I want to buy a taildragger from a
school. It has no ELT.
1) I need the FAA taildragger signoff.
2) I need insurance minimum dual time.
3) I need insurance minimum solo time before carrying
passengers.
4) I need to meet certain personal minimums for X-wind
conditions, competency, etc. that requires restricting my
flying, practicing landings, etc. before I can consider
myself up to speed on the aircraft.
Where do "training operations" end in the scenario above?
What about my partners - does their status or my status
control?
I know, buy an ELT. We will, but there are several other
expensive things to do first, and we won't be going beyond
50 miles for a while. When do the rules kick in?

if your partners do not need all the training that you do... I would think
it kicks in immediately for them.. unless one of them is your CFI.. then the
rule you quote would only apply when you are in the aircraft and logging
dual received. If the CFI is out without you... what training is being
accomplished?
