EDINBURGH AIRPORT CONSULTATIVE COMMITTEE.

MINUTES OF THE ONE HUNDRED AND THIRTY NINTH MEETING HELD AT THE QUALITY HOTEL
EDINBURGH AIRPORT ON MONDAY 12th FEBRUARY 2007.

WELCOME: Chairman Alastair O’Neil welcomed those present including
Anne Follin Planning Manager EAL and Victoria Colling Environment Manager EAL

He intimated that the agenda would commence with three presentations on the
West Edinburgh Planning Framework, Environment at Edinburgh Airport and Surface
Access Strategy.

RESIGNATION: The Chairman intimated the resignation of Ian Dickson who had
represented ABTA on both the PSG and the Committee for many years. A letter had
been sent to Ian thanking him for his valued contribution and wishing him well
for the future.

MINUTES OF MEETING HELD ON 20th NOVEMBER 2006:
The Minutes of the One Hundred and Thirty Eighth Meeting held in the Quality
Hotel Edinburgh Airport on 20th November 2006 were approved.

MATTERS ARISING: Discussion took place regarding whether the Committee should
become further involved with the proposed rail project. The Committee had
already submitted its views on the matter and it was agreed that it would be
inappropriate to take any further action at this time.

PRESENTATIONS:
West Edinburgh Planning Framework.
Anne Follin Planning Manager EAL advised that the airport were very pleased
that the WEPF had endorsed the White Paper on Aviation and the airport’s
MasterPlan.

The main concern was that the document did not support a direct link from the
M8 to the airport. It had been accepted that errors had been made in the
transport modelling figures and these are to be revisited. It is hoped that
when the correct data is analysed the case for a direct link will be proved..
Further discussions are taking place with the Scottish Executive, West Lothian
Council, Fife Council and the City of Edinburgh Council. The airport’s final
response to the document will be circulated to members of the Committee.

Environment at Edinburgh Airport:
Victoria Colling Environment Manager EAL gave a presentation in which she
comprehensively covered the main local environmental issues. These were Water
Quality, Waste, Noise, Biodiversity, Air Quality, Contaminated Land and Energy
Consumption and Water Use. She also spoke on aspects of Climate Change
particularly those affected by aviation issues.

Edinburgh Airport Surface Access Strategy 2007-2011.
Kevin Lang Public Affairs Manager advised that this document will be published
later this week. The strategy has been prepared for the period prior to the
commencement of the tram and rail services to the airport. A target has been
set to increase the use of public transport by passengers from 22% to 27%.
Steady progress is being made as the figure in 2001 was 16%. A new bus service
will commence shortly from West Lothian and it is hoped that further bus
services can be introduced in future.
It is hoped that the number of car journeys can be reduced particularly those
of the ‘Kiss and Fly’ variety. Copies of the document will be forwarded to
members of the Committee.

MANAGING DIRECTORS REPORT:
TRAFFIC FIGURES:
Passenger Figures: Compared to the corresponding period in 2005 there has been
an increase of 2.3%. Domestic traffic has fallen by 4.4% whilst International
traffic has risen by 21.8%. It is envisaged that these trends will continue as
more and more passengers are taking advantage of the new direct international
flights available from Edinburgh.
Air Transport Movements: Here again we see an increase of 10.7% in
international whilst domestic movements are down by 3.4%
Traffic Mix During the period the mix was Low Cost 31.1% Traditional 68.9%.
Scheduled 98% Charter 2%.

CAPITAL INVESTMENTS:
Central Search Capacity: Ferrovial have set a target of 95% of passengers
passing through security within 5 minutes. The number of x-ray machines will be
increased from 6 to 10 with at the outset 8 being upstairs and 2 downstairs..
The latter will be moved upstairs once the BMI lounge has been relocated.
Following upon further recruitment the security staff numbers will be increased
to 220.

SURFACE ACCESS:
Buses: The Edinburgh Shuttle, a new flexible bus service commenced operations
in December 2006. This is an exciting development and introduces a new surface
access option for customers. Initial feedback has been good. A new bus service
linking communities in West Lothian with the airport will commence in May.
Taxis: The taxi service is working well with few complaints.

NOISE COMPLAINT ANALYSIS:
Noise Fining: In the 8 months since noise fining was introduced two military
aircraft were found to have broken the noise thresholds. These aircraft were
fined and the monies placed in the Edinburgh Airport Community Fund. In the 12
months prior to fining being introduced 20 aircraft were found to have broken
the thresholds and this indicates that the new policy has had a positive impact
in reducing excessive aircraft noise.
General Update: For the period October to December, Edinburgh Airport received
55 complaints relating to aircraft noise from 32 different individuals. This
represents an increase from the 19 complaints received during the same period
in 2005.

PASSENGER SERVICES:
Route Development: During Summer 2007 1.6m extra seats will be available from
Edinburgh
Customer Complaint Analysis: During the period good feedback had been received
from customers and there had been a strong performance during 2006. Comment was
made by Committee members that the figures produced were good particularly the
amount of compliments received. This showed a significant level of customer
satisfaction. A Committee member made complaints regarding the new SE Pier
Extension and these will be looked at.
Whilst Service and Security had been handled well during the bomb scare in the
Terminal in January lessons could be learned with regard to customer care.
Whilst the airport was relatively quiet at the time some 400 people had to
spend over 2 hours outside on a very cold day. The airport had stayed open by
allowing aircraft to land and park on the secondary runway but it had been an
uncomfortable time for those passengers left sitting in the aircraft.
AOCB: A page to cover environmental issues will be added to the Managing
Directors Report. The executive summary of the Department of Transport
publication on Noise for Arriving Aircraft will be obtained and forwarded to
members of the Committee.

The Chairman advised that the next meeting will be held on 21st May to take
account of the elections on 3rd May. He was conscious that this would mean that
some of the Council representatives would not be returning to the Committee.. He
thanked them for their valued contribution over many years. Cllr David Costello
advised that he was retiring and he stated how much he had enjoyed his time on
the Committee. The Chairman thanked him and wished him well for the future.
The Chairman also expressed the sincere thanks of the Committee for all his
contribution and assistance to Richard Jeffrey who after 6 years as Managing
Director at Edinburgh is leaving BAA in June. He wished Richard well for the
future and this was readily endorsed by all those present.
